- The CON provisions of the Health Care Facilities Act terminated on December 18, 1996. The Department of Health then reviewed services formerly under CON (ambulatory surgery, cardiac catheterization, long-term care, neonatal care, open heart surgery, organ transplantation) to decide whether to add quality and safety standards to licensure rules instead.
