- Colorado's CON-type law, the Certificate of Public Necessity (C.R.S. Title 25, Article 3, Part 5), was written to expire after Congress dropped the federal CON mandate. Congress did so in Pub.L. 99-660, effective January 1, 1987, so Part 5 was repealed effective July 1, 1987.
